All of you guys advocating for leaver punishment don't really grasp how terrible it is for this game. You CAN'T have a leaver punishment system in this game with its current team of 3 structure, and here are a few reasons.
Someone raging at you and then leaving isn't a reason for leaver penalties, it's a reason for reporting players for poor behaviour penalties.
When I get placed with a jumpmaster that wants to land at the furthest point possible from the starting point, I have very little interest in being in that game. Why should I be forced to land at the end of the map, not see anyone until its 5 squads left, shoot at maybe 2 people and effectively waste 15+ minutes? They implemented solo jumping probably to avoid situations like this. So now I jump solo, get in on some quick action, die, and go to a new game because my team still dropped at the furthest point in the map. Except now I can be punished because I didn't want to play farmville legends?
What about when you queue with a duo team and they're total dbags? Yea sure you can mute them and start doing your own thing, but then you get downed and they just * you around some more. So I'm expected to sit there even longer and wait for the timeout while these guys are being *? This is yet again another reason why you need a bad behaviour reporting system.
And we all know that the random disconnects and crashes haven't been addressed yet, people still disappear for no reason to no fault of their own. You'll end up punishing people because the game crashed or they disconnected and they will lose all interest in playing the game again.
You can't jump into a game where you're forced to play with randoms and expect a perfect game every time. Poor behaviour should be addressed because some people are jackoffs, but there's a lot of reasons for someone to leave a game and a leaver punishment system will definitely ruin the game. This isn't League of Legends so stop trying to compare them to one another.
One more point i'd like to say to the people going "you joined solo, you knew what you were in for" - that works both ways you know, you also joined solo so expecting a random to stick around with his finger up his * for 5-10 mins before it's safe to respawn him and then the "worse" possible case scenario - deathbox in the storm so now he has to replay the early game... 10 minutes into the match, is quite unreasonable.
I reiterate yes, make a leave penalty, an fairly harsh one in fact... once / if ranked que based on mmr is implemented. Adding it to pub games is a waste of time , resources and will just make the player base MORE toxic because your "forcing" people into an activity they no longer want to participate in (negative reinforcement is a big no-no psych 101), instead of just letting them blow off some quick steam.
