I believe most characters needs some buff, because overall some abilities lack a lot of utility.
Since I play bloodhound the most and got most kills and wins from him, he needs fixes and some buffs.
His Passive ability is fine, it’s actually quite useful when you are trying to find an enemy that is 1 man standing. I actually use this ability when I saw 1 man left and was able to track him down. So over all it’s a decent passive ability.
Sight of the All Father is the most useless ability ever. I can see why he could be 2nd Tier. The only thing it does it track the enemies where they were standing, but only in such a close range. It doesn’t help you find loot, or inform what kind of stats your enemy has, like does your enemy has purple or blue armor and helmet, is he or she Lifeline, Mirage, Wraith and so on. When you think of “Tactical Scavenger” you imagine someone helps the team inform what’s in the area and who’s been here and if the enemy has blue or purple armor or not. Where are the best loots and such.
Here the things that I would buff his ability, buff his range, be able to locate loot.
His Ultimate “One with the Beast”(?): The skill isn’t THAT bad, but the only thing i would add is being able to see enemies through walls and be able to know what kind of armor your enemies. For example: if you activate the ability, instead of the enemy being highlited as red, make them blue or purple depending on the armor their have, if they are purple it means that they have purple armor and if they don’t have shields THEN they are red and that way your team is able to mainly target and kill the enemy.
Lifeline: As being a support character, Her kit spunds good on paper, but flawed on practice. Her passive ability is quiet interesting being able to recover your teametes while a shield is protecting you, but they could do more than that.
Passive Ability: The ONLY thing I would add is self-healing, but slow. I mean she is a support character. Kinda like Mercy from Overwatch.
L1 Ability Healing Pod thing: This ability needs needs some buffs. When activating, it doesn’t follow you and you have to touch the healing pod in order to heal yourself and has short range.
Ultimate Ability Care Package: This ability is OK to say the least, I have no issues with it.
Wraith: Again, Kit sounds good on paper, terrible in practice.
L1 ability: Why can’t her ability have the same speed when she activates her ulitmage ability the portal? And enemies can see your purple smoke when you activate your ability. I would honestly hope that her ability can be a mix of Tracer/Sombra (mostly Sombra). Like let’s say you plant your wisp outside of the village and when you are caught on fire you can quickly escape.
I could go on, but rn this reply would be a full screen. I’m interest if you think I’m insane.

@ZethVang you want to 1-hit your target in while in your ult too? I can see somethings u say might be true about his passive but his ult already is very strong necause vision in a shooter is so important, and if you buff his ult even more you make him indispensable for everyone. You don't want charakters to be so strong, you'd be stupid to not take them. Also seeing enemy's equipment is a bad idea, just because it would be a game breaking mechanic.
