Loba Buff Concept

@Saltzmen I think Loba is an absolute blast to play. But i would agree that she needs more love, mainly in consideration to her tactical. It has a long cooldown and too much time is spent waiting for it to land just for her to wag her finger(like she caught you red-handed in the cookie jar) It leaves you open and slowed unable to react or defend yourself.

Horizons ability has a short cooldown, leaves you free to move/fire your weapon, and is perfect for maneuvering around buildings and gaining height (especially considering you have near normal accuracy when youre in her lift) 

If they brought Lobas tactical to something closer to horizons in term of CD time it would be nicer. A bloodhound in ult or pathfinder can easily catch up to you. Personally it has too many drawbacks considering how much it restricts your movement during and after its use. At least when it comes to open spaces. In areas with infrastructure it becomes useful to escape into a nearby building to heal but you also isolate yourself and leave your team behind. My main suggestion would be to reduce cooldown maybe even slightly. (we dont want her traversing the map too easily, too fast.)
