Looking at the gameplay footage, her teleport seems to have a 4 sec cooldown. However this is offset by the amount of animation it takes to take off the bracelet, throw the bracelet, and put the bracelet back on again (about 5 seconds where you can't shoot, and if an enemy notices you you're dead). You're pretty much a sitting duck until after the animation is over.
