Loba is a long game character for Battle royal, arena is short term. There are others that don't have a good fit in arenas based off the kind of game it is.
@PilotBAs so just so you know thats lazy development. it just takes a level of creativity to make loba useful. shes long game true but in the short term in BR she helps get gear for your team. and in arenas she cant do that. but giving her the ability to increase credit gains or allow grenades from come from the extended supply bins are in line with her character type.
