Loba's Black Market should not loot Care Packages.
Care Package loot should be accessible only by reaching it, There must be risk involved getting those power weapons.

There is no reason for her not to be able to steal from care packages and it was a great QoL change for her. **she is a thief.** it is honestly a game changer at times when you can be in a hiding spot and nab the good stuff from the package. You should be rewarded for having Loba on your team and this is one of the ways she contributes to a team.
