Make changes to finishers? Thoughts?

I feel like people are abusing the finishers in game to bully people they knocked, which is taking away from the game and causing people to rage, what if once you went to do a finisher on someone, you were entirely locked in the animation until you were shot or completed it, with no option to cancel the finisher?
