Matchmaking can't find players to play?

On New York it's stuck on 39...
So now I have changed back to Frankfurt and it is also stuck on 49...
Like, seriously, is noone playing this game?
Steam charts is showing at this very moment: 98k players!

Here is a recent video on the region lock from Thordan Smash
The thing is when I select New York my ping jumps to 130ms so it looks like region lock is not in place, yet.
This is happening constantly. Like seriously how long do I have to wait to be put in a game?

Changing servers does not fix this issue!
