NERF THE VOLT AND DEVOTION

@RitzyFitzy96 I disagree, think they honestly are right where they need to be.
- @AFunkyJunkie420 Only thing the volt needs truly to balance it out more is as mentioned above. The reload speed it needs to be tad bit longer id say full 1 - 1.5 seconds. The reload is what makes it quite poweful over other guns because the recoop time has been cut in half on reloads and re-engaging.

@Hyuugajay0515 Devo doesn't need another nerf and is fine as is now.
I agree with @E9ine_AC the Volt reload time could be increased slightly but the Mastiff should go back to CP with PK being the standard go to shotgun and Hemlok just needs a reduction to the headshot multiplier with increased recoil and/or fire rate reduced just a tiny bit.
