NERF THE VOLT AND DEVOTION

@RitzyFitzy96 I agree with the devotion, remove the Turbocharger for sure, and put the gun back in the care packages.
The Volt I actually think is cool. Maybe take the damage down to 15 per bullet, but honestly for me at least I've found that its nowhere near as easy to control at range as the r99 was. Its definitely a bit OP at closer range but I still think its cool. Especially with the armor changed back

@CocoaHyena 15 damage a shot. That is still ridiculously high for a gun with no recoil and is hitscan
