I'm a player since Season 17, but I agree with your opinion. Additionally, it's not a problem limited to veterans.
Ash's rework was a failure. Ash's pick rate improved, but it broke the overall game balance. (Over 20% globally, over 30% in Pred/Master lobbies)
Ash's rework led to the OP-ing of combinations like Ballistic and Devotion, low-risk third-partying and revives by Alter, Pathfinder flying around, and the new character Sparrow who can do anything.
I think excessive buffs should be avoided, just like excessive nerfs. However, if an excessive buff is made, it should not be left alone; it should be nerfed and adjusted. You should not abandon corrections.
If the cause of an unhealthy environment is excessive adjustments, then you should not leave it alone and properly adjust (buff or nerf) and fix it. This is because you cannot change the outcome without eliminating the cause. You should not try to cover it up with superficial patchwork.
The developers admitted that their experiment of giving all characters a dash failed. Similarly, they should admit that giving Ash a dash was also a failure.
