You know that there is a whole forum for feedback (https://answers.ea.com/t5/Feedback/ct-p/apex-legends-feedback-en). This is not a bug. If you want to leave a feedback then us appropriate forums and channels. This is not appropriate channel. And it is false that you can't earn stuff after reaching level 500. Since season 5 there is a quest where you can earn materials, packs, charms and at the end also epic weapon skin, per season there are usually two events with event rewards tracker with free rewards, also there is a battle pass where in the free tier you can earn packs, weapon skins and one legend skin. So wrong channel and all in all you are wrong in your argument. All the stuff you can buy is cosmetics only which doesn't alter gameplay in any way. I always thought people play this game because they like the gameplay and not because of the cosmetics. I like the cosmetics but they are just a bonus. I have all the heirlooms and pretty much all the skins (missing only skins from first collection event) and when I from time to time create a smurf I find out that it doesn't matter from performance and enjoyment standpoint what skins I'm using or using no skins at all. I still see that you feel entitled that Respawn should give you freebies and handouts just because you have financial difficulties. So you want to play game for free (which is perfectly fine) and also get free stuff (which you got and will get in the future - read the part about the free stuff you are getting regardless of your level) and still complaining. If this is not sens of entitlement then I really don't know what really is...

This is by design, not a bug. Therefore I moved the thread to the feedback section.

This is incorrect. The level cap was once increased from 100 to 500, and then and only then the levels were awarded with apex packs retroactively.
Right now, we have no information whatsoever if our level-ups after 500 are tracked. Neither do we know if we are rewarded packs for them at some point.
