I agree. I see no good sides of having these care packages in the game. I think its just another way for bad players who avoids fight at all cost the entire game, to come to the late game (3-4 squads left) with basically equally good equipment as the squads that fought their way to get there. Wrong incentives....
If it were up to me, I would make EVERYTHING evo; armor, helmets, backpacks, magazines and attachments =) All you can find on the ground was white and you have to deal damage to level them up, like "buying" upgrades to your equipment for "damage dealt points" or something. Award the fighting risk-takers, not the safe playing looters. High risk-high reward should be the basis of any game but thats just my opinion =)
