I thought so too and for awhile I was reporting them, but then I starting watching several different Pred level "Pros" on twitch and they were all doing these crazy tab targeting like tracking instantly switching to new players and their UI's all show controller inputs. I doubt all these big name streamers are cheating. Though I would not be surprised given the incentives.
Yes, they're all cheating. There are controllers with anti-recoil features, and some professionals are using these custom controllers. A friend of mine bought one of these controllers to prove that their use should be prohibited.
