- Force rage quitters to wait a certain period of time before assigning them to a new match.
- Have a rage quit stat for people who quit before their timer expires.
- Eliminate all positive stats from the player's profile if they quit before their timer expires.
- Have positive revive stats for people who stay.
- Have team player badges for people who stay.
Why not also taking also all their legendary skins, since we already at the subject? 😇
But to be serious, there can be only be one solution to this, which is blocking time, like in CSGO.
1st quit - 15 minutes ban
2nd quit - 30 minutes ban
3rd quit - 2 hours ban
etc.
But: I do not think, they will implement it.
Why? Because people would stop playing, even if it was their fault and Respawns needs active players.

Even 3 minutes would be a good start. And I'm totally onboard with taking their legendary skins. If they're not going to play in good faith, then they should play something else. The game has a formula and rage quitters are dicking over two other people by doing what they do.
I've been totally addicted to the game for weeks. Today, for the first time, I'm pretty much over it, largely due to the rage quitters. I keep wanting to pick it up, but I'm not having nearly as much fun. I doubt I'm the only one. It's a damned if you do, damned if you don't sort of situation. If they don't rein in the rage quitting, then they'll lose players otherwise.
I suppose the reasonable alternative might be to eliminate respawns entirely.
