Put penalty on Abandoning a Lobby in PUBS

Ok so I came up with this reading a reddit discussion on quit issues, thought it was a pretty neat solution, lemme know what you think?
Cumulative penalty stack is a good idea. I mean, the only issue I can see is legit apex crashes counting as quits. But tbh you could see if people are trying to reconnect to the game after the crash & restart or trying to find a new game.
It doesn't prevent them from doing it, which is a good thing imo. It's their choice. There's legitimate reasons someone might want to quit out even outside of crash/connection loss. Like toxic/aggressive teammates, food is ready, cat is on fire, spouse is possessed etc.
So a rolling quit point total. If they instaquit multiple times before their quit points have reduced (just for example, say 1 quit point gets reduced per 10 games played to squad elimination or win) then you can introduce game joining delays etc for being an unreliable player.
The delay could stack based on how many quit points they have. Say first 2 or 3 points are no penalty. 4 quit points means 10 minute delay, 5 quit point means 20 minute delay etc. It would disincentivise quitting behaviour pretty well. Once you're back in all you have to do to fix it is play games properly and not quit.
It could even stop the instaquit on knock in normal modes(pubs)?
The only issue I could see is people trolling by hiding and going afk, to trap teammates in the game when they're knocked. But that's why the couple of freebie quits would be ideal because there'd be no penalty for the well behaved players. The chances of that happening 3 times in a row is so small that the trolls time investment wouldn't be worth it as they would know the well behaved teammates could quit to avoid their behviour without issue.
Also it would be difficult to maliciously abuse someone's account (ie devs plz my cousin was playing/ my account was hacked/ insert pity party here) because the time investment to abuse it gets exponentially larger & the problem (after cooldown penalty period) immediately self corrects with good behaviour.
Can anyone see any ways this could be exploited? This seems like it could solve a real problem (instaquits), discourages bad behaviour and seems exploit/abuse resistant. Can we get someone at respawn to look at it or tell us why it wouldn't work?
