Quality of Life Changes - community requests

Fuse: Should be able to use his knuckle clusters tactical to open explosive holds in Kings Canyon.

Consumables: Have smarter logic when using the default healing button '4' without holding down to select consumable. E.g. if shield is down by only 1 bar (25 shield health), then the game should first attempt to use cells (instead of a battery). E.g. If down by both armor and health (both need healing), then the default should go to shields first instead of syringes, since shields take less time than syringes to use and get equivalent amounts of overall health. Basically make the healing pattern when just pressing '4' to be more in line with how a human would use them. OR provide an option to customize healing patterns. This would prevent wasting time canceling a heal and then selecting the correct item, which happens far too often b/c the icon at the bottom left and when pressing '4' don't match up.
