I have this problem too
Ranked or not, I'm above level 200, platinum in ranked BR and Arenas, and keep getting teammates with below level 20 accounts.
I write to them asking if they're smurfing, many of them don't reply or communicate at all, so they confirm they're new to the game.
Very frustrating.
