Kill cams would be nice but the coding technique for kill cams also has its drawbacks and can even make people believe there are MORE cheaters than in reality. Because its not just possible to actually record the last 10-20 seconds prior to every single death as an actual frame by frame video clip (just imagine how much data it would require) so how they solve this is that the death cam just saves data points and then let the client of the viewer of the death cam basically recreate the events on his client (which is why replay files usually are are <50 mb instead of 2-5 gb)
But the problem is, as far as I know, virtually impossible to reproduce the exact crosshair position in a 100% accurate way so kill cams tend to smoothen the crosshair movements out, especially when the mouse moves rapidly in very "jagged" patterns, which is the case in sprays with fast shooting weapons like R99 etc.
So I think Kill cams would be great to get an overall picture how your death happen but I can also imagine that people would go bananas (even more so) about "no recoil scripters".
