I'm not a lawyer, but these things are typically covered in their legal documents you accept when making an account or making a purchase.
I agree that it sucks, though any game can cease to exist at any point in time due to different reasons, which is important to keep in mind when spending money.
There isn't really anything you can do in this case, not fun, though I guess it kind of teaches a lesson.
Personally I haven't really had anything with in-game purchases ever since they came out, as you technically don't own the stuff and it can go away at any point.
Not saying that in-game purchases should be avoided at all costs, though it might be something to give an extra thought in the future.
Logically speaking, the game is F2P, so if they shut down the game and refund all money to all the players then the company would lose money.
Employees get paid by the money from players buying in-game content, so they can't exactly refund everything.
