Uh, I've had a few instances where the player still got qued into my party, this was due to getting paired up with their friend who I didn't block, and that friend brought them into the party. As evidence that I had once blocked a console user for being extreamly toxic, and saw them in the next match, due to having the same exact PC user, who I was not friends nor partied up with.
