I said the same thing and to make them Legendary Tier 4. When you shoot the knockdown shields, it does 240 damage with the default clip. That makes zero sense. 

Hammerpoint Rounds still do the full damage to knockdown targets when you thirst them. That why I said Disruptor Rounds are bugged when you shoot Gun Shield and Knockdown Shields.
