I just got killed by a player with 4,028 headshots. I barely have 700 kills

i am level 423 but my KDR is .78. My highest kills is 728 for one character. why am i even on the same game as this predator?  Why is matchmaking so gosh darn broken?

@huyness6 My explanation is that very few people currently play ranked, they prefer to play normal rounds and learn the new map and stuff, and the game just mixes the players enough to start the round and not wait 10 minutes.
