You're right about the apex packs from levelling up, but remember that the game will get a battlepass soon. This means, that player will be able to earn more cosmetic items by playing the game within a season! (A season will take approximately 3 months).

Not much information is out yet about the Battlepass, but it was expected to come in March this year. We will probably get some communication soon!
