I guess the voice dubbing is linked ot the local language setting. Which, if you're on PC, you can change by right-clicking Apex in your Origin game library, select 'Game Properties', 'Advanced Launch Options' then 'Game Language' and select one of the languages in the drop-down menu.

But I guess if you want two different language settings in game, one for voice over and another for everything else, then you'll need another setting to specifically change the voice over language.
