As long as there is no ranking system, matchmaking will bring random skill levels to every match.

Then again with free to play, not sure how accurate any ranking would be.

Also if you are one of those who go into quiet areas, you will most likely not encounter any lower/mid level dudes as they already dead when you closer to ring centre.

Then again if you jump into hotspots the chances of getting killed is higher regardless of skill level... In other words, no definite solution to the problem due to the nature of the game.
