What you're looking for is a reputation feature, where you can give someone a positive or negative rep after a game.

The stats could later be used to pair players with similar reputation.

I'd really like to see this in action, and it wouldn't require anyone to review anyone.. it would be automatic and would definitely result in a better gaming experience.

The only downside might be longer queue times.
