What you're referring to is called a "soft ban", or a "silent ban", which could be quite effective.

If a player gets banned in Apex, he'll have a new account up and running within 5 minutes.

If he is not banned, nor is he notified in any way that the system has caught up with his cheating, but instead placed in matches only with other cheaters, it might take some time before he bothers us other players again. But this is not a permanent solution, it's just one step in the right direction.

Unfortunately, EA don't even care enough to answer the reports or these kinds of messages. If you're lucky, they might send you some copy-pasted * phrase they use to answer all these kinds of stuff.
