I imagine one of two things is happening here. The people banned are restarting so we have lower level players or a few like me have restarted. I was playing on PC although my son prefers XBox so I got a second XBox so we could play together. That made me start back at the beginning. Either way there has to be a reason for all the lower levels or newer players. I wouldn't call that an entirely bad thing.
