If you think one minuet about it, it's obvious. Imagine Wraith being invisible/untargetable 3 times in a row or Pathfinder, being Spider-Man, just slinging through the map or Mirage, sending 4 Clones + his Ult. It wouldn't make sense.
Wraith is never "invisible/untargetable". She becomes immune to damage while rendering all enemies invisible to her and being unable to do anything except moving. If she were able to use that ability three times in a row, it would simply enable her to get out of a bad situation more reliably, without giving her an actual combat advantage. Bangalore's smoke grenades are a lot more useful, I'd say.
