If I recall correctly from the video EAC has on their website, they discourage providing DATA about cheaters, because:
a) they claim it entices people to cheat for what they call the "follower/vigilante" effect
b)they want to save people from themselves.
The net result of this 2 points is summed up with the following. People who get cheated and see that nothing happens to the cheaters are definitely considering cheating, because they see no repercussions for it, given they have no "moral integrity" and respect for what video games represent for themselves and for others --they do not need external validation to go and cheat.
EAC has no place in trying to save people from themselves. Why would we be so concerned with a minority o f potential cheaters, while not providing transparency to the millions of non cheaters that get constantly stumped upon by cheaters. I suspect, and again IMO, that they EAC claims that they wanna save people from themselves as an half-backed excuse to avoid providing DATA, because such DATA would make EAC look bad. NOT the game as they also claim during the aforementioned video, but EAC.
When will EAC be replaced with an actual anti cheat service? There will always be a possibility to return to EAC should they become "better" down the road
This, is in my opinion the very message people are trying to convey: "Let's replace EAC, because it ain't working!"
