You misunderstand here, the damage boost is not damage you cause to enemies but rather what is applied to boosting up your prestige skin.
So if you do 100 dmg while wearing the prestige skin you will get 1.5 dmg boost to leveling up your skin instead of 100 skin xp you will get 250.
