Reason for Non-Uniform Ranked Fees

Why does the management adjust the participation fees for ranked matches based on the rank tier? Please inform me of the reason.

I have considered it myself, but I encountered a contradiction, and I am troubled by this. I speculated that the management is "raising and lowering fees to manipulate the rank distribution," but judging by the current distribution, I do not believe this goal is being achieved.
