Why only for the higher ranks and not all?
That sounds unfair.
I do agree with your concept however I would say it should be that the lobbies are fully separated into PC MnK only and Console only.
Yeah you are correct, i thought all ranks should have an option to do so but thinking about matchmaking, to find a match in 4 split groups with less correct input, below plat can be considered casual players in keyboard and mnk inputs, meanwhile low sens zero deadzone controllers would eventually hit plat+ without sticking in those lower rank groups and worsen the match quality for casual players.
Therefore, if it can be done, of course all ranks should have the option to choose input based matchmaking on or off. I just wanted to sugar coat with my post, and thank you for replying to this topic.

Like I said the idea has merits if applied across the board.
Why not just remove aim assist and make the ppl who do not know how to play a video game to go back to the bottom ranks?
They can not risk it since most of the console players would simply leave, i can understand but me sitting here with thousands of hours MnK FPS experience getting punished for not using neo .cfg's with aimbot is not fun to be honest, either they should add this input based matchmaking feature or sooo many people will leave this game with the release of CS2. I mean there's still a freak show going on with controller .cfg users telling people that they reached respawn and literally movement hacking .cfg's are safe to use, our frustration just builds up and up with these kind of news.
It is literally that easy, just match controller players against controllers, and MnK with MnK if they want it that way, extra 60-120sec queue would still be perfect and i'd never whine about it. They can neo strafe tap strafe with .cfg, laser beam each other with aimbots etc. I remember the first time that Apex controller video on kings canyon without aim assist, (on Asian server, funny 2 minute video with EVA fights) dizzy etc. were laughing so much about it how controller players compete against MnK, those stuff did age really well.
