Return L STAR to a Legendary Weapon And Return Devotion to Normal but balance...

L-star is almost viable now. Devotion and havoc turbocharged were broken. Glad devotion is a rare supply drop. The time to kill was basically instant and outclassed every other weapon. I think the havoc should be shelved, it has no place anymore..
