RNG rates in lootboxes suck hard.

I heard from the developpers the day of the reveal that this game will have mechanism in their lootboxes to ensure everyone gets something "good" fairly.

Still, I am level 23, I have had not a single EPIC or LEGENDARY item.

Is this normal, am I just having the worst luck ever?

I will see if that holds true, I've "just" opened 20.
In any case, even for a F2P those odds seem a little bit low for my taste, I mean, not even an EPIC for god sake!

Yeah also there are no duplicates so the chances increase with more lootboxes open, unlike overwatch.

No it will not, you will just get craftingmaterials instead of duplicates...
