Seer Adjustments (Suggestions)

Passive: Pathfinder and Revenant should be immune to this Tactical: It shouldn't cancel both healings or revival

@DraxBlack99My suggestions for the tactical are:

* remove the flash and stun effect
* remove the 10 damage (I’m tired of being knocked through multiple walls or a Gibraltar Bubble by a Seer thats third parting)
* allow him to interrupt movement based abilities but REMOVE the interruptions for healing items and revives (mainly the healing items)
