Seer buff

Seer. He came in hot, with his abilities being absolutely BROKEN, and apex nerfed him to the ground. 
his tactical especially. His ult, is now fine, it’s very useful in BR, his passive is just great, it’s his tactical that’s holding him back. It used to cancel abilities for a second, stun, damage, scanand show the health and shields, cancel healing and cancel reviving. It was over powered. But now? It’s under powered, now it doesn’t cancel abilities, no stun and zero damage. These changes were necessary, but then they increased the amount of time it takes, his range with his passive, and his tactical. That was too much. The best idea is that you simply increase the amount of time the scan stays, since it’s already very narrow, and decrease the amount of time it takes for the micro drones to spread and then do the tactical. It will be enough to bring him from D tier to an easy A where every legend should be.
