@NickBeam27He could be reworked into a high risk-high reward character. I think that's the only way to do it, right now he's no risk-high reward. Using his abilities should make him vulnerable, or they can only be used infrequently in return for being very valuable.
@Arkuos16 I would be happy with a change such as the one you mentioned above. Like BH... there are costs to using both his tac and ult. Its reasonably balanced.
