Serious Valkyrie bug with controllers

So I play controller on PC.  From what I understand on MnK the ULT and TACTICAL are two separate buttons. q and z.  For controller, TACTICAL is one button and PING is another.  The ULT is done by pressing both of these buttons at the same time.  I'm just explaining for people who don't know.  The problem with Valkyrie is that when you want to fly out and there is something in the way you can't use your ULT,  for people who play Valk you know what I'm talking about, however, when the ult is denied, for whatever reason, the TACTICAL automatically fires.  So if you are a tight jam and need to get out of dodge but there is a branch in the way, which is exactly what happened to me,  while my indicator is going off that I can't fly I fire my TACTICAL into nowhere  doing absolutely nothing other than showing everybody where I am.  Why is this a thing?  Why can't I just be told I can't fly?  This has happened on multiple occasions and it's so annoying I actually hesitate to use the ult at times because I have no idea if I'm going to send my tactical or not because even if I'm at 99% and misjudge the timing and press the buttons for the ULT and can't use it, it will instead fire my Tactical which is exactly what I don't want to happen.  Can you please look into this.  It's a game breaker for me and don't have any idea as to why this is happening.
