SHIELD CELLS BUFF
shield cell takes 3 seconds to fill 25 shields (it has to go down to 2.5 seconds). shield battery takes 5 seconds to fill 125 with shield (it looks great the way it is).

@ADM-REIxSUPREMO I'm good either way but I would prefer to have the shield cells heal a little quicker, but late game i usually have more bats then cells anyway. So really not that much of a change.
