Shield cracking animation but shield isn't cracked

Lots of instances where I get the animation and sound indicating I cracked someone's shield and when I keep shooting them I'm still doing shield damage. It's throwing me off because I use P2020 with hammer points and when I swap I'm doing less damage because they still have "shields" after the animation and sound.
