Skill Based Matchmaking?

I just want to confirm with someone, this game has skill based matchmaking in all modes right? (I don't think it exists on Event modes, such as Control, but base game modes all have SBMM Correct)?

@ianwt73I think it's EOMM (engagement optimized match making), because they get you into a match as quickly as possible and the enemy teams are just smurphs or preds, with some who are cheating, while your team is just two level 10-200 who play like they just downloaded the game and have no idea what's going on.

    Let me explain...

I get teammates with no skill in ranked regardless if I'm bronze or plat (my highest rank being plat), and if I keep losing matches, I suddenly get better teammates, in which I would win a match and go right back to dealing with terrible teammates.

From what I understand, and what many had concluded before in other threads, is that the game is essentially rigged to have guaranteed wins and losses.

Building on what I said earlier: you'll get teammates who are below your skill and you'll be in lobbies against higher skilled players. As you lose these matches, you're supposed to feel inclined to keep playing to do better. Once the game lets you win, most players would get off, but for those who keep playing, the matchmaking resets back to giving bad teammates. I've played 8 games in a row before and watched the levels and skills change each match.

    [Gold - Plat Ranked Lobbies]

Note: Levels are ranges, as I remember their ranks, more then their levels

    1) Teammates are gold, can't aim, both are duos with one being on console, at levels 150-200, loss
    2) Teammates are silver, no game awareness, at levels 50-150, loss
    3) Teammates are bronze, can't aim and don't have game awareness, at levels 20-100, loss
    4) Teammates are rookie, they're bots, these bots get the team killed quickly, at levels 30-75, loss
    5) Teammates are still rookies, they run off to do their own thing, no teamwork, both are a duos in the same club, levels 175-300, loss
    6) Teammates are gold or plat with diamond rank badges, they can aim, they have game awareness, they actually got skills (like wall jumping), they bother to work as a team, they're levels 300-500, win
    7) Teammates are rookies, bots or noobs (they were playing like a bot, but seemed to be trying), levels 15-120, loss
    8) Teammates are a bronze and a silver, they both play like new players who has at least logged 60 or so hours into the game, levels 75-145, loss

Winning is basically a high risk, high reward, as the matchmaking throws you into insane lobbies you should never be in.

You can also see how ridiculous matchmaking can get by losing those long "play x matches as these legends". Threw myself off the map with a friend before in duos, as both of us had to play as legends we didn't prefer to play as. Once we got into an actual match to play seriously, everyone we came across were either a bot, a low level (like a new player), or a typical casual. We ended up winning the match with like 17 or so kills without getting knocked once. This instance was back in Season 11.
