Sparrow, Nerf Please?!

What exactly is wrong with the character? 

It has too many abilities compared to every other character.  Why does his ult slow and deal massive damage?  Why can he shoot his tac across the map the reveal everyone?  He has jump jets that can push him up tall walls or make him super hard to hit....and he isn't even a skirmisher.  What else am I missing? His tac also sticks to the wall and reveals character for an absorbent amount of time.  Also, when you shoot the radar....the tac stays there too...so when someone else gets close....it reveals them as well...what a joke

Wallhacking (his "q") should take much less time.

Ult should have much less HP.
