I am second to this, totally agree with. 18-20 bullets for SMGs is peanuts at game start where usually 1-2 shot shotgun players finish you in 30 sec or later on when the enmy already has shields (+50 damage) and you need two mags (reload) to kill just one single guy from a 3 unit squad...
I would suggest at least BF4 like magazine sizes, especially because of the shields and helmets, plus the various insta recover items in Apex... enemy and their skill shall kill us not the budget, low ammo.
Just think for BF4 (the de facto etalon FPS game) where only the FAMAS (the fastest and most dangerous close combat weapon) was penalized with 20 ammo, all other SMGs have 30-35 or more and in BF there is no five different recovery stuff for each player and no any shield or helmet to eliminate an extra 50% damage....

It’s apex legends and finding extended magazines or using cover to reload or switch to other weapon is part of the gameplay.
get used to it.

Indeed, every game is different, while I still think that this balance all in all is not okay as it is.
game start: 2-3 enemy guy attacks you with wingman and peacekeeper (one shot one kill with wide spread at start as no shields etc yet) while you have SMG or an R45 pistol with max 18 bullets and you will need to empty your mag to kill just one of the guy if you ae faster that a shotgun... until there are one shot one sure kill weapons in game (at start too) than I think 18 weak bullets is not enough.I would say 25 bullets and 40-50 with extended mags depending on the gun (the slower TTK , the more ammo).

Including the wingman and peacekeeper in your argument reveals the root problem....those guns are too strong.
wingman : needs 6 bullets max and less damage slightly as a start.
peacekeeper: if it was 2-3 rounds starting you’d be able to strafe and win even reloading imo

the mag size is Pretty fine. dont think really there a Need of a Change. peacekeeper needs a dmg nerf and reduce mage size to 4 not buffing other weapons they all in a fine spot atm. also a dmg nerf on wingman because of no bullet spred from hip. with that you can go with almost every weapon against them. only buffs really needed would be the mosambic or the p2020 just not to much.
