It is possible to edit the controller custom layout that can be used with the STEAM version of APEX to simulate mouse jitter aim with a pad, but will this result in an account ban or a violation of the terms of use?

This action falls under the category of macros, which are prohibited by the terms of use, so if you are found to be using it, you will most likely be banned for violating the terms of use.

It's best not to use it.
