[Suggestion] Ultimate Accelerant

This item is literally useless for most legends right now. So I put some thought on it and I think the following can be done:

If the item is used when your ultimate is charged at 100%, you get the following(this is only example of what could be done, not necessarily the same as suggested):

Bloodhound: increased ultimate time duration by 10-15%.
Gibraltar: increased ultimate time duration by 1.5 seconds.
Lifeline: providing an extra item in supply drop (4 instead of 3).
Pathfinder: the option to pick up your zipline after you use it and have the cooldown on your ult start at 50% after pickup or increase movement on the zipline by 20% (make it different color so you can tell it has a boost).
Octane: provide extra distance on the jump 10-15% (use different color on it so you can tell when you will get that boost).
Wraith: 10-15% more energy on the portal (more distance).
Bangalore: 10-15% extra AOE.
Caustic: 10-15% extra AOE or increased duration.
Mirage: provide extra invisibility duration.
Wattson: either increase AOE by 10-15% or faster recharge of shields.
Crypto: reduce execution time of your EMP by 20% (so ult goes off faster and is harder to shoot down the drone).
