If you post there, it would be easier for the devs and EA community managers to see your question about Team Builder. Also most of the players here on the Apex Legends forums won't know what you're talking about, other than sports. (Which the only game that came to my mind was "FIFA", rather than "College Football 25", (or more specifically "NCAA Football 14"), where this question seems to be about).
@EA_Mako If this thread belongs over on the "College Football 25" forums, would you mind moving it over there? (There is no NCAA Football forums page, but College Football 25 is the only one with a Team Builder category).
In the meantime, since its a PlayStation 3 game, chances are the reason why you cannot use the Team Builder due to the "servers being down", is because the service on the game has been discontinued. Services on these things tends to discontinue when a game, (or even a console) gets too old and/or is replaced by other games, (and consoles).
In your case, NCAA Football's online service was discontinued. From what I can gather, NCAA Football 14, (and the prior versions, such as NCAA Football 13, 12, 11, etc.), were discontinued as NCAA Football 14, (the last game in the series before College Football 25), was released in 2013. If you wish to use Team Builder, you would need to have College Football 25, (which is only playable on a PlayStation 5 or Xbox Series X|S).
So, to answer the question: There is no legitimate way to get or use Team Builder in NCAA Football 14, (or prior) on the PlayStation 3. Again, you would have to be on a PlayStation 5 and own a copy of College Football 25.
Note: If you happen to find other ways to use Team Builder in NCAA Football 14, (and/or prior), do not use those methods as it can put your account at risk and even lead to a ban.
