The mods are too embarrassed to even reply to this. They know how bad a state this game is in. I love hearing people revive 100 meters away but cant hear someone 5 feet behind me

Why should they? You didnt use profanities or named someone who you think is cheating, which are the main reasons why the MODS, i.e, the moderators of this forum, usually interfere in discussions.
And on your topic; are you 100% sure that they didnt walk/sneak? Did you see them run towards you without hearing them? Because I do that all the time when Im flanking someone. Just run to exactly the distance when you barely can hear their running footsteps. If you then start to crouch sneaking, you KNOW for sure that they wont hear you until its too late, especially not if they are busy fighting someone else or are healing with a Lifeline bot, which will mask your approach entirely.
