I'll have to disagree here. The rate of fire for this is 300 and 390 when it's revved up. Similarly, the damage is 130/169 per second. It ranks about middle of other long arms in comparison. Third column is damage, fourth is dps, fifth is RPM and sixth is mag size:

The balance with Rampage comes at needing to carry around nades, making this more likely a pick for someone like Fuse or Rampart. The slow rate of fire without it being revved up is almost one-half of the slowest weapon this chart-- the Spitfire.
So to isolate this gun for removal simply on its lack of recoil and how much damage it can do in three shots really obscures the weaknesses of this gun, of which there are plenty. I rarely see a Rampage in play in later games, and it's often the same tier of pickup alongside prowlers and RE-45's.
tl;dr If anything, the Rampage needs a buff. Avoiding its shots and not dying to it require that someone be in cover or moving erratically, typically.
